Laws imposing severe punishment for serious offences mean nothing if the criminals are not caught

Dear Editor,

With reference to your well-written editorial of Monday, April 27, captioned ‘Guns for hire,’ we must understand that with the best rules and equipment there is still the human factor to contend with. In our situation the administration can only do so much. Those who have to do the actual work of investigation, if they are lackadaisical or outright corrupt not much will be achieved in terms of solving crime.

As we all know, the laws prescribing capital punishment and long prison terms  mean nothing if the criminals are not caught.
