Only estimated bills from GWI

Dear Editor,
I live in South Ruimveldt. Since Guyana Water Incorporated installed water meters over two years ago I have been getting large estimated bills for water consumption. I went into GWI in April 2009 and asked if they could kindly read the meter and bill me for the correct amount, as I did not agree with the estimated billing. In May 2009 a girl from GWI came and read the meter. Now nearly one year later I am still getting estimated bills for large amounts. Despite several visits to the GWI office I have not been able to resolve this matter. All they are doing is filling out a form. I have been making attempts to pay the bill in the hope that the matter would be resolved, but to no avail. I recently visited GWI during February 2010 to report this matter again and all the girl could advise was to come back when the meter is read. But if they are reading the meter and not billing me for the correct amount I do not know what she expects me to do.

I must say that I am being punished for being prompt with my payments. At the start of each year I usual1y pay off for the entire year. In 2009 GWI estimated the whole year’s payment for one period and cleared off the credit and started estimating the bill for subsequent periods based on the whole year’s payment.
