Noise emission standards not being observed

It should be recognized that Standards were established to make living easier for citizens.  On Monday, April 25 on the Rupert Craig Highway from approximately eight o clock in the morning the noise emissions from the Easter Monday revellers were almost intolerable. Contact was made with the police at Kitty Police Station and complaints were lodged.

After five efforts the music was finally stopped at five o’clock in the afternoon. It would appear that each time the police approached the revellers and requested they lower the noise they would do so while the police were present. When the police moved on with their patrol the revellers would turn the music back to the former noise level.

The association plans to write to the Commissioner of Police drawing his attention to such action on every religious holiday. The association will be requesting that no permits for loud playing system be given out on religious holidays.

The Guyana National Bureau of Standards has established Guidelines for Noise emission.  It states that the Environmental Protection (Noise Management) Regulation 2000; requires
permissible limits to be set for noise emanating from commercial, residential, institutional, educational, industrial, construction, Transportation, and recreational activities. The committee used for its determination of noise specified in this standard, measurement taken by noise receptors which were located at the property boundary and fifteen metres from the source. The residential category requested a day time limit of 75 decibels and a night time limit of sixty decibels. Day time: 6:00h-18:00h Night Time: 18:00 hours.

The standard for the determination of noise nuisance could be purchased from the Guy-  
  ana National Bureau of Standards and Parliament Buildings for approximately $4000. The act which determines noise nuisance and the Environmental Act should be available at every police station.
