Tender notice for Lamaha Gardens land gave no location or size

I have been following the Lamaha Gardens playground sale and for reference reproduce the contents of the tender notice placed in the Guyana Chronicle on November 16, 2012 below.

“Invitation To Tender

“Tenders are invited for sale of land, Lot 142 Civil Service Association Co-operative Housing Scheme Ltd.

“Sealed Tenders should be addressed to the Liquidator, Lot 165 Lusignan East Public Road,

East Coast Demerara.

“Closing date for submission of tender is November 23, 2012.

“Cecil Ramnarine

“Liquidator”

My observations on the above tender notice are as follows:

1) Location: Where exactly is the land located?  Neither Lamaha Gardens nor Georgetown is mentioned in the notice.  Guyana is 83,000 square miles. It would be fair to say that anyone reading this notice would not have the faintest clue as to the physical location of the land.

2) Description: The description ends with “Ltd” which I assume is a limited liability company for sale. It is quite confusing to say the least.

3) Contact no:  I find it very strange that in this day and age a telephone number was not provided for someone to make enquiries about the tender. How does someone contact Mr Ramnarine to view the land? How does someone know what they are bidding for when no size of land and location are provided in the notice?

5) Closing date: 5 working days to tender for land valued at over $170 million seems extremely short especially when you do not know where it is located.

One is left to assume that the content of the tender notice was deliberately misleading so as to give persons or person a chance to acquire the land.

I await the majority opposition comments on this transaction. After all, it involves a community playground similar to the one the government tried to take away from the Plaisance community.
