Public Accountability at the Crossroads: the Guyana Experience is a collection of 81 articles published weekly in the Stabroek News under the theme “Accountability Watch” which addressed public financial management issues. Goolsarran who has more than 30 years of experience in public sector management nationally and internationally, served as Guyana’s Auditor General between 1990 and 2004, and was the architect of the Guyana Audit Act of 2004.

Among his accomplishments, Goolsarran served as Executive Secretary of the United Nations Board of Auditors and of the Panel of External Auditors, Chief Resident Auditor of the United Nations Peacekeeping Operations in Sierra Leone and Liberia, and President of Transparency Institute Guyana Inc.

Goolsarran noted that his compiling of the articles into a book was due to several requests for copies of his articles especially from University students doing research in public management. At some time in the future, Goolsarran said he hopes “to make a donation to the University of Guyana Library so that University students can also benefit.”
