Are the patrols with bullet-proof vests doing the work of traffic police?

Dear Editor,

One can see patrols riding in pairs along the roadways wearing bulletproof vests and I think, guns. Are they authorized to do the work of the traffic police, or can they stop motorists randomly and conduct searches for I wonder what?

I have seen this done where the motorist had his car trunk, engine bonnet, beneath the mats in the vehicle and everywhere else searched.

I was subject to this searching some years back when these patrols were using a four runner vehicle. They looked at my car, pulled me over, and searched me bodily along with my vehicle.

One of them did the searching and the other stood by with a long gun. When they were told that I was an officer with one of the ministries I still had to give them twenty US which was all I had in my wallet.
