Why are only inkjet printers for personal use VAT exempt?

The Commissioner General of the Guyana Revenue Authority has issued a notice entitled ‘VAT and computers, computer printers’ via its Facebook page (see https://www.facebook.com/guyanarevenue/posts/1292746520817578).
The notice contains the following statement: “Please note that only Inkjet computer printers for personal use will be treated as VAT exempt, whether multifunctional or not. ALL other types of printers including laser, dot matrix etc., whether multi-functional or not and all printer or toner cartridges or inks attract 14% VAT.”
Editor, the Order issued by the Minister of Finance refers to “printers for personal use”, so why is Mr Statia limiting this to inkjet printers?
An even broader question is why would Mr Jordan exempt a printer but not the ink for that printer?
