New registries board appointed

Several members of the Governing Board of the Deeds and Commercial Registries Authority were yesterday given their certificates of appointment by Minister of Legal Affairs Basil Williams SC.

Chairman of the Board Christine McGowan stated that the board will oversee the operations of the Deeds Registry with the aim of improving its efficiency. “There is a duty to ensure that the registry is operating with the correct procedure… There are some procedures that are necessary for the efficient functioning of the registry and to ensure that the stakeholders’ concerns are addressed,” she said.

Meanwhile, Attorney General Williams noted that while the board provides for the respective registrars to oversee the day-to-day running of the registries, the Act also provides that the Minister of Legal Affairs can give directions to the Board which must be carried out by the Board.

He added that with the passing of the Deeds and Commercial Registries Authority (Amendment) Bill 2017 there will be an additional three members on the board.

The previous board expired in May 2016 and the delay in constituting the new one was as a result of the Deeds and Commercial Registries Authority (Amendment) Bill 2017 being laid before the National Assembly.

The other board members are Gillian Pollard of the Ministry of Finance, Aretha Henry of the Minis-try of Communities, Sharon Small of the Guyana Bar Association, Kumar Dorasami of the Guyana Association of Legal Professionals  and Major General (ret’d) Norman McLean of the Private Sector Commission.

The current board will serve for a period of two years from June 15, 2017 to June 14, 2019.
