Gov’ts intention is to establish this jurisdiction as an arbitration destination

I thank Mr. Robin Singh for his letter to the editor published in Stabroek News on 2nd November 2021. I offer my apologies for ‘‘shocking, offending and disappointing’’ him by my remarks at the launch of Dialogue Solutions (Guyana) Inc. My remarks cannot be construed nor were they intended to endorse nor provide a character testimonial of or for anyone. From the information which I was provided, this initiative is an offspring of Dialogue Solutions Limited, Trinidad and Tobago; a company that has been offering arbitration, mediation and conciliation services for several years in Trinidad and Tobago and other parts of the Caribbean. Among the persons who participated and spoke at the event were the distinguished, The Right Honourable Sir Dennis Byron, former Presi-dent of the Caribbean Court of Justice, the Honourable Madame Justice Charmaine Pemberton of the Judiciary of Trinidad and Tobago, Mr. John Bassie, Global Vice Presi-dent, Chartered Institute of Arbitrators and Chairman of Dispute Resolution Foundation Jamaica and Mr. Richard Sammy General Manager, Corporate and Investment Banking, Republic Bank Limited. I was invited to update the forum on the Government of Guy-ana’s publicly expressed intention of establishing this jurisdiction as an arbitration destination of the Caribbean and possibly South America. That is what I used the occasion to do. I thank Mr. Singh for quoting me accurately that ‘‘Government was fully committed to the initiative of cultivating confidence among international investors that Guyana is a competent gold-standard arbitration venue.’’ It is the discharge of this commitment that inspired my presence and contribution at the engagement. To respond to the remainder of Mr. Singh’s letter would invite a descent to an arena that I wish not to enter.
