Has the acting president been superseded by the VP?

Dear Editor,

Whenever the President is out of the country, the PM is sworn in to act as president.  There can be no vacuum at the helm.  However, it is noted the high ranking US official for Caribbean Affairs is visiting. It is stated the official will meet with the VP and not the acting president.  Maybe the acting president will be among the

 delegation to meet with the dignitary but it seems, will not spearhead discussions.  So has the acting president been superseded by the VP?
