So, is the Gardens a public place?

Dear Editor,

The Chief Citizen is adamant the Promenade Gardens is not closed but security is equally adamant that they have discretionary say for brief visits by the public (SN September 10).

So what is it: is the Gardens, a public place and space,  open for public consumption or are citizens being denied a right and by whose authority?
