Why do the utilities not consult each other before they dig up roads?

Just like almost everything else in this Land of Many Waters, infrastructure like roads especially, is constructed and well laid out, then comes one of the utility companies and digs up the road to facilitate the laying of water mains, or of Gtt or GPL cables.

One wonders where the coordination between these companies is, and why there are no consultations between them, and a comprehensive plan put in place to facilitate what is to be done by these companies before the road is completed.

From my layman’s perspective, money is being wasted, since after the road is dug up to accommodate the cables or water mains, there is a cost to the taxpayer to have these repaired, and to make matters worse, the repair work is never of the same quality as when the road was laid originally.

Now we have parking meters around the city streets being put on hold because there was something to be done that should have been done a long time ago. Now there is a pause to get things right (not that I mind the delay), but I do worry about things that should be done and weren’t done so that delays become inevitable.
