A tender was recently opened at the National Procurement and Tender Administration Board for consulting services for oversight of the petroleum sector. There was only one bid – from a company which had undertaken an audit of ExxonMobil’s pre-contract costs. This issue is now a controversial one as the current government has defaulted on the auditing of US$9.5b in ExxonMobil’s expenses.
