Further clarifications sought on CoP’s appointment and restructuring of GPF’s hierarchy

Having read Assistant Commissioner of Police (R’td) Mr. Paul Slowe CCH, DSM, on the subject “The nuances of the appointment of Mr. Hicken”, Mr. Slowe sought to clear the air in responding to Robin Singh’s letter. Clarity was brought to the appointment of Mr. Hicken who according to Mr. Slowe, in his consideration, was illegal. Further, Mr. Slowe eloquently presented to the public the classification and conditionality of the concept of seniority. According to Mr. Slowe, at no time in the recent history of the Guyana Police Force was an Assistant Commissioner of Police appointed to the Office of Commissioner of Police. As a former Chairman of the Police Service Commission, Mr. Slowe would have a diverse understanding for appointments within the Force, therefore as a layman, I have the following questions for Mr. Slowe:

What was Mr. Hicken’s substantive position (rank) as the Head of Operations?

Was Mr. Hicken ever appointed Deputy Commissioner (Ag)?

On the first day as acting Com-missioner of Police, Mr. Hicken made a series of changes within the Force’s command. Is that lawful in the absence of the Police Service Commission?

Is it acceptable within the Force’s Standing Operational Procedures for Senior Superintendent, Mr. Ravindradat Budhram, to be performing the function of Deputy Commissioner with responsibility for Operation?  

Did Mr. Hicken follow the order of seniority in his shake up of the Force’s command?
