Legal consequences of Venezuela’s referendum

Dear Editor,

Is there a likelihood, given Guyana’s requests to the ICJ regarding Venezuela’s proposed unlawful referendum that the holding of the referendum could be brought forward to an earlier date, before the ICJ responds to the requests of Guyana? If this happens what consequences would be imposed by the ICJ? Would an international arrest warrant be issued by the Court against the president, as was the case with another president?  What consequences would the unlawful actions evoke in the international community?
