I am quite sure that many Guyanese, like myself, are confused about this issue. I filed a civil lawsuit in the court nearly four years ago. It has not been called up yet. I am told that there are just a few magistrates, and our court system is overwhelmed with a significant backlog.
There was much brouhaha about summons being served on a foreign member of the diaspora. Mind you, a summons is merely a formality of giving a citizen the right to appear and defend themselves. Several brilliant lawyers expressed outrage about this required procedure being done.
However, many of our brilliant lawyers seem to have no objections when members of the diaspora file frivolous lawsuits and clog up our courts. Could someone please explain how Guyanaese police cannot serve foreign summons, but foreigners can freely file lawsuits and abuse our court system here in Guyana?
