Budgetary allocations create a myth of the ‘one location’ concept

It is baffling that monies approved for new offices for Ministry of Housing and Water at Houston (INews Feb 1), while a massive multi-storey office complex saw funding also approved (Guy Std Feb1).  I thought the purpose of the massive complex was to house all ministries and government agencies in one location. So why a separate office complex for H&W?  What am I missing? Staying with the one location concept, it was reported some time ago (by the AG, I believe) that an electronic system was to be rolled out where various services, such as applications, can be accessed and processed from one location, electronically, thus avoiding the harassing, time consuming run around.  (I hope I got the project correct).  What is the status with this project?
