GPL seeking consultant for transmission line upgrade

The Guyana Power and Light Inc. (GPL) will be working towards the upgrading of the existing 5km 69kV transmission line, known as L5, as part of an effort to reinforce the transmission infrastructure of the Demerara-Berbice Interconnected System.

In an ad in the Sunday Stabroek, GPL requested expressions of interest (EoIs) for a consultancy intended to complete the technical specifications for the upgrade of the L5 and to complete the technical specifications for the construction of the new 5km, 69kV transmission line in parallel with the existing L5.

“The intended outcome of the consultancy is the completed technical specifications for (the) existing and new L5 transmission line as part of the effective and efficient reinforcements of the transmission infrastructure in the Demerara-Berbice interconnected Systems, under Component Two of the Programme,” the ad explained.

The advertisement added that the Government of Guyana has received financing from the Inter-American Development Bank (IDB) towards a programme for the Energy Matrix Diversification and Institutional Strengthening of the Department of Energy (DoE) and that part of the proceeds from Component Two of the Programme will be put towards consulting services for the reinforcement of the transmission infrastructure.

It further said that the consultant should have at least an accredited Bachelor of Science Degree in Electrical Engineering along with a minimum of ten years’ general experience, with five years’ experience in transmission line design. Experience working in Guyana or the Caribbean, and on IDB funded programmes would also be an asset.

In order to be considered for shortlisting, interested consultants, having the relevant resources, qualifications and experience, and who are from the IDB’s Member Countries, can submit their curriculum vitae. Interested consultants must also provide information establishing that they are qualified to perform the services.

The consultancy is expected to be executed over five months in Georgetown and the report is expected to be completed in English.

The ad says consultants will be determined to be shortlisted by demonstrating in their EoIs that they have the relevant qualifications and experience to carry out the services associated with the consultancy and will be selected in accordance with the procedures set out in the IDB: Policies for Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-[9].
