According to a GPF statement on the accident, the driver alleged that she was proceeding along the public road at a normal rate of speed when “she was blinded by lights of a vehicle coming in the opposite direction which caused her to collide with the pedal cyclist who was proceeding west along the northern side of the said road.”

The report noted that as a result of the impact, Small landed on the front windscreen of the car and then fell to the roadway. He received injuries to his head and about his body. He was rushed to the Fort Wellington Public Hospital, where he was pronounced dead on arrival.

Up to yesterday afternoon the driver remained in police custody.
