Kitty police didn’t enforce curfew or deal with noise nuisance

It is now 11:20 pm Monday, October 12th 2020 and the residents of the Kitty neighbourhood in the vicinity of Lamaha and Alexander streets, David and Gordon streets, have been subjected to loud music and loud talking from what sounds like a party, some form of merriment.

I became aware of the noise around 9:20 pm and immediately my mind went to curfew time, that of 9 pm to 4 a.m.  I wondered whether the curfew was no longer in force.  If it is, it is abused, disrespected and seemingly does not apply to all citizens.

I called the Kitty Police Station at around 9:30-9:45 pm, Constable Bess, and reported the noise nuisance and more than it being inside the curfew non-gathering time, Constable Bess said the lockdown crew will be dispatched to the area.

I called again after one hour at 10:30 pm, the music blaring and spoke again with Constable Bess who said the crew was detailed elsewhere but would get to my area.  I inquired whether action depended on one vehicle.  I believe Constable Bess said there were three vehicles for the lockdown crew.

At my time of ending this letter at 11:30 pm the music is still persisting loudly and no sign that the incident was reported and action on its way.  I was waiting for the cessation of the music.

Can the authorities of the curfew law, please advise and, or pronounce on whether the 9 pm to 4 a.m. curfew is in force and is it applicable to all citizens?

Sleep deprivation is detrimental to our health.  Sleep repairs and rejuvenates the body to prepare us to function at our best the next day.  This loud music disturbed my sleep so much, that my head was not my own the next day, it had a sore feeling all day resulting from lack of sleep.

There must be a penalty, and enforced penalty, under the law for disturbing the peace.

At 12 midnight I called the Kitty Police Station for the third time and spoke with Constable Persaud who sounded asleep as if I had disturbed his sleep.  He was not lucid nor coherent in his speech. He inquired nothing of me except to respond that the vehicle was out investigating a crime.  He made no reference to my earlier calls to at least make it known that my report was engaging their attention, nothing of the sort.  He sounded unconcerned and disconnected from the law enforcers on duty on the road and those on the inside the Station or precinct receiving the report.  It seemed I wasted my time reporting the noise nuisance taking place within curfew imposed time.  Three hours of non-stop music from 9 pm to 12 midnight.  It were as if the music was directly in my space, in my home.  I shudder to think about the neighbours who were even closer.  This behaviour demonstrates no consideration for neighbours.

There is no follow up system from the Police where there is a conclusion, seemingly satisfactory conclusion to a matter of this nature; no service at all, none whatsoever.

Tonight I will call Constable Bess for feedback on my report.

My own investigation this morning from around the neighbourhood confirmed the noise was emanating from a residential home on Gordon Street, between Lamaha and Alexander Streets.  I could see the back of the house from my back door.
